Apps ATV3 apps for both Netflix and ESPN are

Superior to those for ATV4 IMHO. It is much easier to search both for categories that are not even present on the newer TVOS apps. For instance, I was searching for a particular college baseball game. On my old ATV3, I could simply go to Baseball>Live Events and find it. On the ATV4, I had to search thru all the sports until I finally came across what I was looking for. Likewise I can narrow searches on Netflix much quicker.

I will never understand why Netflix takes up over half the screen for a banner of the item you're currently selecting. A design they took over to their Apple TV app.

The version on the ATV3 was made (or at least heavily vetted) by Apple. The version on the ATV4 is entirely made by Netflix. It matches their standard UI on other platforms. All you can do is complain to Netflix, but don't expect anything to change quickly. If they make a significant UI upgrade, they would probably want it to be supported across all other platforms as well.
