I know that on 15 models the fans spin all the time at 2000+ rpm. Is it normal to hear them in a quiet room from a normal working distance at this minimum speed?

It's not loud by any means. iStat shows they are at 2k, so there's no load. It's just some reviewers said that you can't hear them at all, but I do. So I wonder if mine is a bit defective.

On the other hand, the 13 2017 TB is definitely silent even when the fans do spin up until a certain point.
 
Depends just how quiet quiet is, and how sensitive your hearing is, really. I certainly don't notice mine to any appreciable degree at idle, but I can just about hear them in a truly quiet environment.
