hey, i am looking for a rather specialized piece of software. here's what i need.

i run a community-driven indie rock website, and we want to have samples of songs from artists' albums that people can preview. i'm assuming that if it's just 30 seconds from each, and very very low quality, it can get under the radar from the RIAA, that is, if there's a problem with doing so.

but i need a software app that can take a mp3 file, crop it to 30 seconds at any point in the song i want, and reduce the quality. i came across one on versiontracker called MP3 Clipper or something that did that, but it didnt re-encode the mp3. i don't want to have to reencode the album in itunes and then have to delete it from my library (because i dont want low quality rips in my library) then open each one in a program, crop it, then save it. any ideas?
