Authenticated Printing

I am running Mac OS X 10.6 Snow Leopard on my iMac and I have an HP C4280 printer connected to it via USB. I want to either:
a) require a password whenever a user wants to print something
or
b) disable the printer for some users and allow it for others.

Does anyone know if it's possible to do this?
