Authorizing an ipad

Legally, apps cannot be sold or transferred to a new owner. They are tied permanently to the original owner's Apple ID. https://discussions.apple.com/thread/6467189
That said, assuming this person is a friend or relative, and willing to share with you, you would need the seller's Apple ID and password in order to authorize your computer to use those apps. You may also need it each time the app updates. https://support.apple.com/en-us/HT201251
