Just bought it two days ago, and I found out this issue right away. I originally thought it was software issue, but after three times of restoring OS, that button is still gone. Any idea?

PS: I've gone to Apple store, and they had no idea at all @_@

thats weird, but ive seen something like this before. last thread i read where the person was missing a menu item, a hard reboot fixed it.
 
What kind of iPhone is it. And also is it brand new or refurbished. I'm wondering if its used and previous owner had the screen replaced with a cheap one and it doesn't have the capability thus why the option isn't available within iOS.

Judging from, the screenshot, it's an iPhone 5.

its a T-Mobile IP5 so it is recent. It has to be something hardware related if it's no there - especially after 3 restore attempts.
 
I've returned the iPhone 5 to T mobile store. Apple genius says it's a logic board failure, so I returned it.
