automatic downloads setting not showing up

I have an iphone 4 jailbroken running iOS 4.3.1 and under settings->store I only see my ID. How can I enable automatic downloads. Do I need iOS 4.3.3?
Most places said 4.3.1 and higher so I assumed I was okay but I still don't see anything. I've tried signing out and back in as well as rebooting.

The music tab isn't showing on mine. iBooks and apps are there
Any ideas anyone?

Music tab only shows up when u use US itunes account.. not itunes account from other countries
