Uhh...
I have been using this simple Automator workflow for the finder that appends spotlight comments. Basically, get selected finder items > set spotlight comments. I have checked "append to existing comments" and "show this action when the workflow runs" It does not seem to work in Leopard- the box pops up asking me to enter spotlight comments, but when I check using "get info" from a contextual menu the comment has not been added. Any ideas?

Try deleting the first step, leaving just the 'set spotlight comments' action. I'm using Hazel to trigger an Automator workflow to set spotlight comments, with just that single action, and it's working for me in Leopard

Edit: I just tried it as a Finder plugin with the single action as I suggested, and it's working on my system
