macOS Automator Folder Action not automatically starting

Hi, I have setup a very simple Folder Action workflow (Find Finder Items > Open Finder Items) so when a pdf is dropped into a folder it is opened with a preflight droplet and preflighted. I have setup 2 of these identical workflows on my desktop (27" iMac, OSX 10.9.2), but only one will run automatically. The other will run but only after I have gone into Automator and manually started the workflow.

Any ideas??
