Automator start behaviour? OCD

Hi
Mac OS 15.3.1 with iCloud on

When i start Automator it doesn’t start immediatly but it opens the Finder window with the box + new to start a new file.. why? It is the iCloud file position
Is it normal?
I remember it opened directly..

I think Pages and Numbers also changed their start-up behavior within the last few years. I remember being surprised when I opened them and they showed a file-choosing window. Or, something was different, anyway. I've run Mojave, then Monterey, now Sequoia and the change happened sometime in there. Now I'm used to it.
