Autosilent & Locale App in IOS 5.0??

Does anyone if apps like autosilent and the android app locale are going to be allowed in IOS 5.0? I'm hope apps that can change phone settings such as ringer volume, bluetooth, wifi and etc will be allowed. Thanks.

Well I'm guessing not after 103 views no response. I was sure hoping apple would allow this.
