No, it couldn‘t. Why would the top-of-the-line have the release cycle of the budget version? Makes no sense.
Yeah, because it would make no sense to sell the Watch marketed as being especially rugged in an aluminum enclosure.
Out of interest: is the titanium material really that rugged? Saw quite a few reports of scratches in Ultra. Or does it prevent more serious damages?

Ultra 2 before any meaningful updates to the current version will feel like a big middle finger from Apple.
First time I've heard this 'in development', it's not. Nobody at Apple said it was and you shouldn't have bought an Ultra thinking it would get massive software updates because it's 'in development'. You get what you buy.I’d expect a proper software update for the Ultra with or before a new hardware version. The announced update is pretty disappointing. Adding no meaningful features to a 1000e ‘in development’ sports watch before releasing a new hardware version within one year later does not feel ok.
