AW3 cellular -- third-party app access?

I'd assumed that third-party native apps would be able to use the cellular. So I could call an Uber on my watch if I didn't have my phone with me. Or stream Tune-In Radio, etc. But there was no mention of that at all during the keynote. Nor is there any hint on the product page on the Apple Web site.

So maybe the cellular usage will prove much more limited. If so, big disappointment.
