How does the AW3 measure HRV?

I am seeing the same thing on my Series 2 running latest watchOS 4.1 developer beta. The watch no showing up in HRV data sources has been this way since watchOS 4.0 GM on my watch. I have tried a few Breath sessions without any luck, since some postings mention the HRV readings are done during Breath sessions.
