AW3 to AW4: does cellular plan auto switch to new Watch

Hi.
I have an AW3 cellular on ATT. If I upgrade to AW4 cellular will the cell plan automatically switch to the new watch after unpairing old Watch and pairing new Watch?

Also will ATT charge an activation fee as its a new device?

It should be auto if you keep the plan when you unpair.
