AZERTY at inlogscreen, QWERTY if logged in

Hello people

I just got my MBPr in Canada. I set the location to Belgium and language to Dutch. My keyboard when I use the mac is set to US. So when I'm typing this my keyboard is in QWERTY.

When my mac is locked my keyboard appears to be in AZERTY. The reason I notice this is cause I have an A and numbers in the password. I have to type a Q instead of A while logging in and have to use the SHIFT key to type my numbers.

Anyone who has had this before and found a solution?
