Azureus - max up not working

Hi,

I've been using Azureus for years but have noticed today that my max up cap is not taking effect.. i.e. if I cap my upload to 40k, it extends this.

What's going wrong? My global cap is set to 40k, the individual torrent cap is set to 40 and auto-speed is switched off.

Any ideas?
