i was wondering if there is a way to get a bmovie really scratchy and grainy effect on final cut.

if you have seen the grind house trailer then that is exsactly what i am on about if not picture a old bmovie or explotation flick.
 
That isn't really a b-movie thing; it's usually called an 'old film' effect, which in this case is more like old home movie effect (jumping frames emulating film-gate problems, etc). But the dust, scratches, etc are typical of many of the 'old film' effect plugins available for FCE and FCP. There even a dust and hair filter that you can add during the export in QT Pro with adjustable amounts of dust and hair lengths. You can also add the frame jiggle with one of many available jiggle filters.
