I have an iPhone 4 on iOS 6. I want to keep it that way as it is used almost solely for Airplay and I prefer this OS interface.

I want to get an iPhone 4s and want to use the backup of the iPhone 4 that I have on PC and iCloud.

When I restore the backup to the new (used) iPhone 4s (on iOS 9) , will it be identical to my iPhone 4 - complete with iOS 6?

I don't believe so. The backup will restore all your apps, music, and photos, however, since the 4s already has iOS 9 installed, that's what will be restored to it.
