Greetings,

My current device is iPhone 6, going for iPhone 8 or X.
Haven't decided yet.

The issue now.....
I of course don't want to back up any of the pictures and videos anymore.
I will set it as a new. All I need is the music. Is there a way to restore ONLY music???

Make a playlist in iTunes with all the music you want on your iPhone and choose that playlist when you sync .
 
I randomly thought about creating a new PC login user for the new phone backup and iTunes library.
This way, I won't be mixing two iTunes libraries (old / new iPhone).

Would that work?
 
With older versions of iOS you could select what things would be backed up to the iCloud, and deselect large items such as camera roll (for those that import their photos to computer regularly and don't use iCloud photo library). But I can't see that option anymore.

Right now you'd have to (1) erase the pictures and videos from the old phone after they've been saved elsewhere but before you make the iTunes backup that you plan to use, or (2) interrupt the 1st sync after the restore from iTunes, and de-select button/switch for sync photos, then hit the sync button again to resume the process but without the photos.
