I back up my entire internal HD (500G) to a 1T external HD with Carbon Copy Cloner, It used to be able to boot from the backup in case of emergency. But ever since Mojave, I am not able to do that anymore. What has been changed?
 
First, do you have the latest version of CCC?
Second, how are you rebooting to "test the clone" after making it?

You may have done this already, but have you tried:
1. power down, all the way off
2. press power on button
3. hold down the option key and KEEP HOLDING IT DOWN until the startup manager appears

Do you see the backup clone in the startup manager?
If so, what happens when you click it with the pointer and hit return?
