Backed up in the middle of restoring photos. Now all won't display...

Okay so I was downgrading my 6+ to 9.0.1 from 9.1 so that I could backup and restore my new 6s+ with the 9.0.1 backup.... After my 6+ restored to 9.0.1 the photos were loading in (I have iCloud photo library) I backed up and then started restoring my 6s+ with the backup of 9.0.1....now on my 6s+ it says I only have 425 photos instead of the 3,500 I have in the iCloud photo library....I tried turning the photo library off and then on again but that didn't work....does anyone know how to get all of my photos on to my new 6s+ ?
