Background Brightness

Is there a reason why the background brightness is a lot dimmer than the rest of the screen? If I look at a picture, it's bright and colorful. If I set it as the background, it's a lot dimmer.

Yes, the brightness is all the way up. I have one screen with no icons that I keep my phone on so I just see the background, but it's dim for some reason. I assume it's meant to be like this?
