Does anyone have any details on the new feature of background downloading?

One of the annoyances in iOS is the inability for an app, such as Downcast, to download in the background for any more than a few minutes (I think 10) before it has to quit - per iOS rules. Does this new feature fix that?

Does it apply to uploading as well, for example camera uploads via Dropbox?

I think I know what I'm talking about not sure.
In settings their is a option per app to update frequently in the background (example: weather app) So it will always be the updated weather. I don't think third party apps have this, that have to be updated. I don't have the options
 
The new background API is to allow an app to frequently check for new data to fetch, and it has SECONDS to do so, not minutes. And the frequency is determined by the OS based on how much it successfully gets new data. The max number of times is a few per hour.

The new call is not what you're looking for. It's more for data.
