Background problem

For some reason whenever I restart my computer my background picture goes back to the normal Aurora leopard picture, also when I am running out of battery I dont get the warning image that tells me to plug in. Are these problems related and does anyone have any advice? Thanks I have a black macbook 2.4GHz, 2 GB RAM, 250 GB HD
