I'd rather not sell out 8 bucks for PkgBackup,
So can I just use DataDeposit (settings and save data) and APTBackup (makes a list of cydia apps for restoring later) instead of PkgBackup?

Don't use APTBackup! It's ancient, and it doesn't give you any control over which packages get restored, so, if you update iOS or the jailbreak, you could wind up messing up your device.
I haven't used DataDeposit, but I know that PkgBackup works! It has its flaws, don't get me wrong, and you might need to install PreventSleep to get it to finish if you backup AppStore app data to Dropbox, but it has been reliable for me and gets updated regularly.
It is pricy, but it doesn't have any special DRM like some (read: very few) Cydia apps, so you can install it on all your devices and you don't have to worry if you update or erase it later.
I tend to experiment with (read: screw up) my phone a lot, so it has been a good value for me . . . I don't want to sound like a commercial though, so definitely check out DataDeposit or some other backup app first if it's cheaper and does what you need . . .
