Backup and Restore problems from iPhone 4S to 5C

I made a complete backup of my 4S on both itunes and icloud and am constantly attempting to update everything on my 5C. My 5C hasn't been used since June of this year and everytime I do a restoration in an attempt to update the info on my 5C (notes, emails, etc) my notes and email messages just stay with the same June info with nothing being updated from June!!! My text messages appear to be updated as well as my Safari browser, all of my apps are there, all pictures and videos, but my notes and email messages are all back from June 2016. My Notes and emails contain very important information and of all the things I want restored, these are my most important and wanted items on my phone. My 4S is running 7.1.3 and my 5C is 9.1 so obviously I'm not attempting to restore a backup to an iPhone with an earlier IOS and if this is all that can be accomplished what is the point of a backup?? What steps am I missing to accomplish a complete restoration on my 5C? This would be the same situation if I purchased a new iPhone and if my older phone became lost or damaged I obviously want to restore what I had on it to a new iPhone. Also itunes and icloud indicate the 5C hasn't been backed up in 25 weeks. Big deal because if I purchased a new phone there would not be a backup anyway. Also when I select Sync both go through this operation but my notes and email messages dont get updated on my 5C.
