In regards to the apple watch backups which are stored on the iPhone, are those backed up themselves to the PC? I need to restore my iphone, I assume I have to un-pair and re-pair my apple watch. Will the apple watch backup be on the iPhone once I restore/resync the iPhone?

I believe you'll lose your activity/health data following a restore unless the backup is encrypted.
I'm just going to bump this because I haven't found it, though, I admittedly haven't looked:
Can you see the list of Watch backups and remove them? It looks like I've got two backups from the same "watch" but from two different Watches (I had my swapped out). I don't care enough to dwell on it, but this post reminded me and I'd like to have as little useless data floating around as possible.

The crazy thing is how small the file is compared to how long the restore takes...forever.
Bluetooth is a relatively slow conduit for data right now. That may improve with newer releases.
