I am having this problem on my 4s running iOS 6. It seems like my cloud backup is not reporting the correct numbers. When I turn off all switches on what to backup, I am still seeing 1.5GB being included in the backup file. I have no idea where this is coming from. And yes, this is when ALL apps are shown. I have included a screenshot.

You have only turned off app data and photoroll, the data must be made up from the other sync settings.
