iPhone Backup size says 800mb, Next backup size says 2.7gb, I won't back up to that size???

So my issue is in the iCloud backup it shows my current backup size as 797mb .... BUT it says my next backup size is 2.7gb (heck my pics alone shows 1.8gb) ....... BUUuut when I manually "backup" it is STILL a 797mb backup size?

So as of right now it is not backing up everything to the cloud correctly since the file size is a 1/4 of what the actual backup size Should Be!!!

Any help with this and how to get my phone / icloud account to backup everything correctly. (this I think has occurred since today's 8.1)

Disabled everything and turned off backup and deleted backup and restarted it all again ... seems to be backing up everything to the 2.7gb now.

Makes me wonder though if its backing up anything new after today now.
