Backup utilities?

I was using Time Machine, but it doesn't work for me. I have a 250GB External hard drive and my computer disk is also 250GB, and it's almost always full. For some reason, Time Machine did new backups every time I plugged it in so it filled up my external hard drive pretty quick. All I want is a utility that can make incremental backups, like, one that everytime I plug it in, it checks for what has changed in my Mac and then update my external hard drive. I would also like to keep my hard drive in FAT32 format and not in the Mac one, since I share my external hard drive with Windows users.
