ok so i started out with two iphones and one ipod touch. each with its own data saved on icloud. i lost one of my iphones and am unable to retrieve it. its not activated so i can use find my phone app or anything ive accepted its lost. but the data that is on icloud isnt. how do i retrieve the data on icloud? is there a way to download it on to my PC?

What are you trying to recover? Contacts are cloud synced, apps can be redo loaded, email is synced from wherever, assuming you're still leaving mail on server. That just leaves text messages, you could restore your cloud backup to your other phone and get access to your data that way.
