Bad DVD or bad DVD drive?

So I tried to burn this 2 hours video a friend made on dvd with Toast 8 and it would keep freezing on me(software that is) at 99%. So, try another disk the same issue. Then, I decide to see if I can burn the file with Nero 7 in Windows. No dice there. I have yet to try another disk but was able to burn the file as a data under Toast with the same pack of disks. Could it be that my DVD drive is going out? Thank you.
