Bad ESN/IMEI iPhone

I wanted to know if an iPhone with a bad ESN or IMEI can still be unlocked (or already unlocked) can be used internationally (in Mexico)???

Edit: Also, since I wanna use it in Mexico, do I need a GSM or CDMA phone?
