Will bad ESN verizon iphone 5s work on gsm carriers such as AT&T and T-mobile? I am looking for a cheap way to buy an iphone 5s and ebay has tons of ebad esn ones for a cheaper price.
 
Yeah you should be fine to use on T-Mobile or AT&T since IMEI isn't blocked.
Well, realistically instead of "since" it should be "assuming". If it's blocked on Verizon, it's likely that it might not be blocked on other carriers, but there's a chance that it might be blocked on some others as well.

I don't believe the carriers have begun sharing blacklist databases with each other yet
 
AT&T and Tmobile share their blacklist databases between each other (this applies to all MVNOs who use their networks as well).

You're fine with taking a Bad ESN Verizon iPhone to them though. The CDMA carriers and GSM carriers don't share databases yet amongst each other.

They were supposed to start more than a year ago I believe and at least some sharing is going on as far as I've seen.
