Bad Power Supply, MacPro 4,1 ?

I currently have a Mac Pro 4,1 that I think has a failing power supply. I press the power button and all I get is a click from the relays closing in the PSU but nothing is happening. I unplug it, wait the requisite 15 seconds then what the 5 seconds before powering it on and nothing still happens. I've ran all the diagnostic steps to diagnose it. When pressing the diagnostic LED when the PSU is plugged into AC power I get the lower LED lit showing trickle power to the Logic Board. It is the same thing that is happening to the user in the youtube video I have liked below but mine is not powering on.
