I have an iPhone 6 with IOS 9. Ive noticed lately that my badges for any apps that has badges will not automatically update the number anymore unless I launch the app. I have tried closing out of all my apps and soft restarting the phone and also verified that background refresh is still turned on for those apps. Any idea what could be causing this?

Naw, if I update through itunes when the badge already is on it doesn't go away until a new app needs updating. It only seems to work properly with OTA updates.

I dont even use itunes to update. None of my apps badges will update unless I actually click and launch the app. It didnt use to be like that. It almost seems like it started after I upgraded to IOS 9.
 
No, I dont see that setting. All I see is Background App Refresh and they are turned on in there. Where would I see that setting?
