Badges for unread messages on various apps are broken

I have noticed weird behavior with badges for unread messages appearing on some apps, such as Telegram and Viber, without having any new messages. Started happening after I installed iOS 18. According to the following Telegram bug report, it’s also affecting TikTok and it’s been suggested that iOS is at fault and not the apps:

Same here, since beta 1.

I installed the 18.1 beta and the issue seems to be fixed, so most definitely an iOS 18.0 bug.
