Check Big Lots/ Odd Lots if you have one around you. Our local Big Lots offers a lot of laptop bags that fit a 12" laptop or other 4:3 machine nicely for under $10.00 in most cases.
 
This is what I use, and I couldn't recommend one enough.

There's a sleeve at the back for up to a 13-inch laptop, where I keep my 12-inch PowerBook or 13-inch MacBook Air. There's a pocket in the front where I keep my wallet, phone, cables, earphones and my iPad mini. An iPad Air would fit easily too. There's a collapsable side compartment where I keep either my camera or laptop charger, and then there's a lot of space for books and other stuff in the middle.

I use a black leather laptop bag, that's suitable for carrying 4:3 ratio sized laptops up to 15". Putting my 12 inch iBook in there does not make me uncomfortable, however as the inside of the bag literally hugs the computer (good stitching, I guess?).

There's room for chargers, pencils, etc... and then there's a compartment for folios/folders/papers where an iPad of any generation will fit quite nicely.
