Base Pro will not shut down

I have a 2019 base Pro.

If I select shut down it just restarts. If I press and hold the Touch ID button to shut down, it just restarts.

I've just erased the whole HD and reinstalled MacOs ready for sale. Boots up into the Welcome screen for set up. And won't shut down, only restarts.

I've reset PRAM and SMC
