I was wondering if basebands for the iphone4 differ by carrier. I am running 4.2.1 and my modem firmware or baseband is 03.10.01

Does the baseband do anything other than affect the ability to unlock, my set is not locked by default.

To the best of my knowledge all iPhone 4's (except for Verizon of course and unless you've updated via PwnageTool/Sn0wbreeze etc) carry the same baseband on 4.2.1. If your device is factory unocked you have one thing less to worry about.

The baseband manages all the functions which require an antenna and more info can be found here:
