Does that mean now if u had an unlocked iphone 1.0.2 and u upgrated it to 1.1.1 u can go back to old baseband and still use your non AT&T Sim

also if u have a 1.1.1 iphone out of the box, would this put it back to the point old iPhones were so u can unlock it and use it with any other SIM and make calls

I was reading this last night, and it appears so.
 
I am not sure that an activation is available in 1.1.1, or at least an easily workable one. If you upgraded to 1.1.1 (and bricked) or have a native 1.1.1, you can downgrade the phone to 1.0.2 (which has been available for a while), and then this lets you also downgrade the baseband (which is new).

Then you can unlock and activate at 1.0.2 to use on alternate carriers, if that is what you want. I know the paid method will unlock a sim at 1.1.1, but I am unclear that you can use T-Mo et. al. on that yet.
