Is there a software where I can resize my photos to a smaller file size (not dimensions) in a batch instead of doing it one by one? It's pain to do this especially when I have tons of photos to upload on Flickr and I have to resize them smaller.

You could try writing an Automator action that uses iPhoto to resize, or with Graphic Convertor, if you have it.
You need GraphicConverter. Definitely the easiest way to batch-resize (or batch-anything) photos.
