Batman: Arkham City Lockdown iCloud sync issue

I cannot get my Batman save data to sync to my iPhone. It says "loading cloud sync data" at the top but the iCloud icon never appears to load the data. On my iPad it shows up just fine. Yes both devices have the same AppleID and iCloud accounts. I can see the save data when I view Manage Storage from my iPhone. Any ideas? I have deleted the game and reinstalled twice.
