For a laptop it's more likely that you want a keyboard there at all times. Why bother having a second screen if it just displays the keyboard?
 
I think it looks a bit cheap and goofy; like the lower touchscreen's there just to wow the average buyer. I don't like it much. There's more things that can get broken, it's going to attract the fingerprints more easily compared to a physical touchscreen, and like r1ch4rd says, if it only works as a keyboard all the time what's the point?
