Battery charge goes down to 90%

Hi All,
For the last week laptop at the same time, being on charge, stops charging (writes that the charge is connected, but the battery is not charged) discharges to 90%, then starts charging back to 100%.
Who knows what the problem may be and how to fix it?

p.s. I reinstalled the system (erased everything), "battery optimization" is disabled.
