My battery is at 95% with the power plugged in. It says it is charged, and is drawing power from the wall socket and not charging the battery.

I was just using it at another house a few hours ago?
 
That's normal. Battery firmware is designed to limit the number of charge cycles to increase the battery's lifespan and reduce heat. On many laptops, this is hidden by false reporting of the charge level to make the user think it's at 100% when it is really at 95-99%. On others, you see its real capacity.
