I have an iPhone 5S, I never usually let the battery get that low before I charge it but noticed yesterday when the battery hit 20% of it turned, I tried to turn it on again but it had the battery flat indication. Plugged it to the charger it turned on again and said 20% left.

I have noticed threads about this before with no real solution. I tried turning it on letting it go flat again but as soon as it hits 20% thats it, turns off. Wont go below 20%

I don't know what "solution" you think there would be. The battery has a bad cell. If you still have warranty or AppleCare, have it replaced.
