Battery Drain-Background Activity with App Refresh Off?

I am seeing a lot of battery usage with apps I am not using very much. Instagram, FB, Mail, all showing background activity under Battery even with background app refresh turned off. Any ideas how to fix this?

I am seeing a lot of battery usage with apps I am not using very much. Instagram, FB, Mail, all showing background activity under Battery even with background app refresh turned off. Any ideas how to fix this?

Background refresh is just one feature that allows for background activity, the basic ability for apps to run in the background (with some applicable rules) is built into iOS and isn't something that the user can really control, short of essentially completely closing an app after using it (and not having background refresh enabled for that app).
