battery fully charged?

sorry if this been asked before, when the battery is fully charged is it supposed to say it that its fully charged on the screen?

Battery icon will show that it is fully charged. Change from lighting bolt to plug.

The screen displayed while charging never quite gets to 100% for me (80-85%max). However, the battery icon on the top right corner of the screen changes to a plug when the battery is fully charged.
